Description of problem:

When a VM is started as paused and migrated twice while it is still paused, the second migration fails.

Version-Release number of selected component (if applicable):

RHV 4.4.2

How reproducible:

100%

Steps to Reproduce:
1. Start a VM as paused.
2. Migrate it to another host, while still paused.
3. Migrate it again, while still paused.

Actual results:

The second migration fails due to a QEMU crash.

Expected results:

The VM migrates.

I don't know so the severity of the bug is low.

The platform BZ 1713009 has been closed as WONTFIX, we should probably do the same with this bug?
