Description of problem:
When I try to set rpl+ flag on bug https://bugzilla.redhat.com/show_bug.cgi?id=1806532, which I have permission to do, the modification ends up every time with an error " You must select/enter a user. " which seems like a bug.

Please fix this ASAP, as this is affecting the RHEL-8.4.0 planning activities.

1. set "rpl+" and submit changes

Actual results:
"You must select/enter a user." error message

Expected results:
rpl+ flag is set

Just a note, setting ofthe flag works in general as I successfully set it on 29 other bugs today. This mentioned one is the only where I'm seeing this issue.
