On freshly installed Satellite system, rules are not loaded when going to Insights -> Rules.
Page is loading for a while and eventually following message is displayed:
"There was an error retrieving data."

I see request to "$SATELLITE/redhat_access/r/insights/view/api/v3/rules?include=article" returned 500 error with stacktrace. I am pasting it at the bottom.

On another Satellite, after playing for a while (creating some plans, adding and removing systems and rules from plan) I noticed that rules are correctly loading. I haven't investigated further, but it looks that something might cause endpoint to correctly process and return data.

Steps to reproduce:
1. Upload manifest to organization
2. Go to Insights -> Rules

Expected results:
List of rules is displayed

Rules are loaded and displayed correctly. Seems that was caused by BZ#1887483

Additionally, I tried some basic actions to confirm there are no regressions in functionality (creating and editing plan, looking up hosts, downloading CSVs and Ansible playbooks, running Ansible to fix rule).
