Description of problem:
Disconnected install doesn't provide ansible repo ending up on ansible-2.4 out of satellite-maintain.
We could bump ansible in satellite-maintain to be at least 2.6 so that basic stuff works as an easy for now fix.

What should be the way to provide ansible 2.9 to disconnected install?
- Ansible ISO ? 
- Satellite ISO having Ansible subdir repo ?

Steps to Reproduce:

1. Perform disconnected install

2. Check for ansible version
# rpm -q ansible
ansible-2.4.2.0-2.el7.noarch


Actual results:
old ansible version installed (to make it work somehow 2.5.1+ is needed)

Expected results:
correct ansible version installed

We should add the ansible repo to the satellite disconnected iso.

Turns out there is no easy way to solve this due to internal build tooling around Ansible. Customers for the near term will continue to need to download Ansible repositories from access.redhat.com to include with the installation of Satellite and get the latest version.
