Description of problem:
Check resources under "Workloads" tab of project, it doesn't show any resources.

Version-Release number of selected component (if applicable):
4.7.0-0.nightly-2020-10-17-034503

How reproducible:
Always

Steps to Reproduce:
1.Go to one project "Workloads" tab, eg, project "openshift-console", check resources.

Actual results:
1. There is no resource shown.

Expected results:
2. Should show "console" and "downloads" deployment resources.

Looks like this issue was introduced by https://github.com/openshift/console/commit/a80eee1ede54f3b949ffce1b07c8237977a7ae11
