Description of problem:

It should be possible to download installation logs any time after installing hosts  rebooted.

Version-Release number of selected component:

Staging environment
Assisted Installer v1.0.10
User role: member

How reproducible:


Steps to Reproduce:

1. Create a cluster
2. Add hosts to the cluster
3. Start installation
4. Wait until hosts reached "Configuring" state. (or just wait until installation completes)
5. Click "Download Installation Logs" link

Actual results:

"Download Installation Logs" link is disabled

Expected results:

"Download Installation Logs" link is enabled; 
Archive with logs can be downloaded
