Description of problem:

ovn-kubernetes downstream repository should have a unit-test CI job

No CI job runs the unit-tests in downstream ovn-k repository

Expected results:
A CI job that runs unit-tests and is passing reliably.

Right now those are gated by the requirement to run without sudo access for the unit-tests.

this actually was completed already.
