Description of problem:
We can't back up the VM when it is in Power off state.

Yes, we know, that this is by design. We ask you to add the possibility to backup VMs in a power-off state.

1. Power off the VM
2. Start the Backup using Incremental Backup API

We already opened an RFE for this issue so I am closing this one as duplication.
