Description of problem:
 * Display the users current bucket quota usage in ceph-dashboard.
   In Ceph Octopus upstream version, it is possible to display users current bucket quota usage [1][2]. 
   The Bug 1819996 is opened for this feature.
   Reuqesting to backport the same feature in RHCS4.
