Description of problem: When user open a link with 'Open link in new tab', the new tab doesn't show the proper content of the link. For example, an Image view in "Compute" -> "Image" shows a image list. If a user tried to open a link whose name is an image name as 'Open Link in New tab' on any browser, the user will get a page which shows '{$ ctrl.itemName $}'. This issue seems to happen on the URL which has '/ngdetails/XXX' only. Version-Release number of selected component (if applicable): Horizon in RHOSP16.1 How reproducible: Always Steps to Reproduce: 1. Deploy RHOSP16.1 2. Upload an image to the project. 3. Naviate to Image list in Horizon and open a link as 'Open Link in New Tab'. Actual results: The page shows '{$ ctrl.itemName $}'. Expected results: The page shows the details of the image.
