Description of problem:
When user open a link with 'Open link in new tab', the new tab doesn't show the proper content of the link.

For example, an Image view in "Compute" -> "Image" shows a image list.
If a user tried to open a link whose name is an image name as 'Open Link in New tab' on any browser, the user will get a page which shows '{$ ctrl.itemName $}'.

This issue seems to happen on the URL which has '/ngdetails/XXX' only.

Always

Steps to Reproduce:
1. Deploy RHOSP16.1
2. Upload an image to the project.
3. Naviate to Image list in Horizon and open a link as 'Open Link in New Tab'.

Actual results:
The page shows '{$ ctrl.itemName $}'.

Expected results:
The page shows the details of the image.

Hello Tatiana,

Thank you for your work on this bugzilla. In upstream, related changes were merged. Would you proceed the backport the current stable branches and backport them to RHOSP16.1 also?
