Rebase to the latest ostree on general principle, but in particular so we can update rpm-ostree, which we want to do for https://bugzilla.redhat.com/show_bug.cgi?id=1865839

We are using `rpm-ostree-2020.7-1` in devel RHCOS 4.7/4.8 builds based on RHEL 8.4 without issue.
