I got the rpm-ostree/ostree BZs backwards, flipping them. Currently using this in devel RHCOS 4.7/4.8 builds based on RHEL 8.4 with no known problems. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
