Description of problem:
The OVN Octavia provider driver shipped in 13z13 without Health Monitor support.  This feature is required in order for it to meet monitoring requirements.

Will need to be done upstream and backported into stable/train, initial upstream linked.

According to our records, this should be resolved by python-ovn-octavia-provider-1.0.3-1.20230506160959.ac141a7.el9ost.  This build is available now.
