Description of problem:
git-lfs has been added to RHEL 8.3 (see bug 1783391).  Per policy it must be retired from epel8 now.

Version-Release number of selected component (if applicable):
git-lfs-2.11.0-2.el8

Additional info:
To avoid leaving CentOS Linux 8 users without an option to install this, I plan to wait to resolve this until after the 8.3 rebuild is complete.
