Description of problem:
ceph cannot be upgraded to 2:14.2.11-1.

Version-Release number of selected component (if applicable):
ceph-mgr-2:14.2.11-1.fc32.x86_64
ceph-mgr-2:14.2.11-1.fc31.x86_64

How reproducible:
Always

Steps to Reproduce:
1. dnf upgrade

Actual results:
 Problem 1: cannot install the best update candidate for package ceph-mgr-2:14.2.11-1.fc32.x86_64
  - nothing provides python-enum34 needed by ceph-mgr-2:14.2.12-1.fc32.x86_64

(many more errors)

Expected results:
The ceph packages should be upgraded to latest (2:14.2.11-1).

Additional info:
python-enum34 is not available in Fedora 31 or 32.
