Description of problem:
configuring webhook token authentication should prevent cluster upgrades

How reproducible:
100%

Steps to Reproduce:
1. edit the authentication.config/cluster's .spec.webhookTokenAuthenticator.kubeConfig.Name field

Actual results:
cluster is still upgradable

Expected results:
authentication or kube-apiserver operator should report upgradable=false
