Description of problem:
The test was merged long ago to upstream but since OSP13 neutron tempest plugin rpm is based on 0.5.0 tag the test is still not available in latest OSP13 puggle rpm and does not run in downstream CI.

1. Install python-neutron-tests-tempest package from OSP13 repo
2. Try to run test_reuse_ip_address_with_other_fip_on_other_router
3.

Test is not available

Test is available and passes

Verified that the test exist in python2-neutron-tests-tempest-0.5.0-0.20190814141616.31993d5.el7ost.noarch.rpm, used puddle 2021-02-16.1
