Description of problem:
gnome-keyring-daemon from  gnome-keyring-3.36.0-4.fc33.x86_64  fails to start with libcap-ng-0.8.1-1.fc34.x86_64   works with libcap-ng-0.8-1.fc34.x86_64


gnome-keyring-daemon: error dropping process capabilities, aborting

Yes, this is known. And it's exactly why I opened bug 1888978 a while back.
