The flatpak version of xdg-email does not use the actual xdg-email script, which is where the functionality at question here is.

Older versions simply error out on mailto: URIs
Newer versions (since august 2020), pass a mailto URI to the OpenURI portal in xdg-desktop-portal, which, if the user's selected MUA is thunderbird, calls thunderbird <mailto-url>, and thunderbird does not process attach= when called in that fashion.
