Description of problem:
There are currently no alerts for Namespace buckets and Namespace resources.

There should be alert that informs user that Namespace bucket and Namespace resource is in bad shape.

There were added alerts NooBaaNamespaceResourceErrorState and NooBaaNamespaceBucketErrorState --> VERIFIED

Tested with:
ocs-operator.v4.7.0-249.ci
