Deploy using pre-provisioned nodes without Neutron. There shouldn't be anything necessary in Neutron when using pre-provisioned nodes. This RFE will test proving that out and documenting how to deploy this way.

This work is related to the composable networks v2 effort to decouple the Neutron resource management from Heat. We need to make sure this RFE is aligned with that work and that Neutron remains optional when using pre-provisioned nodes.

As part of the RFE, it should also be possible to install the undercloud without Neutron if the user knows they won't need it. This will likely be a new configuration option in undercloud.conf.

this will be automatically included in the release by way of network-data-v2 which separates the Heat and Neutron interactions.

Removing from 17 and pushing to 17.1 based on test capacity and schedule compression.
No business impact as it is not tied to a market problem but derived from engineering requirements.
