Description of problem:
Try to create app from catalog by clicking "+Add" -> "From Catalog", it can not load catalog, and error shows on page: 
Error Loading Catalog items: Model does not exist

4.7.0-0.ci-2020-12-02-170303

Always

Steps to Reproduce:
1.On developer console, click "+Add" -> "From Catalog".

Actual results:
1. The catalog page can not be loaded successfully, and the error info is:
Error Loading Catalog items: Model does not exist

Expected results:
1.Catalog items should be loaded.

This has been fixed as part of https://github.com/openshift/console/pull/7400
