Current version of haproxy in RHEL-8.3 is 1.8.23, while the latest upstream is 1.8.17. We should rebase in RHEL-8.4 to absorb the bug fixes that have been committed upstream.

Note that this rebase should include a fix for rhbz#1838319 which is needed by the OpenStack team.
