Description of problem:config interrupt support in qemu

now vdpa qemu doesn't support it yet, we need add this support in qemu.

Move RHEL-AV bugs to RHEL9. If necessary to resolve in RHEL8, then clone to the current RHEL8 release.  Removed the ITR from all bugs as part of the change.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.

Confirmed with Cindy, this bug is planned to be fixed in rhel9.2.0, so reopen the bug.
