Description of problem:
* When the quickstart tour is done, the "close" button does not response
* The "Restart the Tour" link does not work

How reproducible:


Steps to Reproduce:
1. start a quickstart tour and complete it
2. click on the "close" button"
3. click on the "Restart the Tour" link

Actual results:
Nothing happen in both cases

Expected results:
The "close" button should close the pannel
The "Restart the Tour" link should restart the tour

This is still happening on 4.7.0-0.nightly-2020-12-14-165231

The only error in the console:
