Description of problem:
RHEL8.3(RHEL-8.3.0-updates-20201210.2) has this failure when run 'dracut -f -v'.
No such failure in (RHEL-8.3.0-updates-20201031.0).

1. Start a RHEL-8.3.0-updates-20201210.2.
2. Run 'dracut -f -v' to see if any failure found
Actual results:
Failed to add dependency on unit, unit systemd-ask-password-plymouth.service does not exist.
Expected results:
No such failure even though playmouth not installed
Additional info:
- No such problem in RHEL-8.3.0-updates-20201031.0(4.18.0-240.1.1.el8_3)
