Description of problem:
When adding some custom dev catalog categories to the "cluster" resource of kind Config (apiVersion operator.openshift.io/v1) does not trigger an update to the "console-config" ConfigMap which is required to show these categories in the frontend.

How reproducible:
Always

Steps to Reproduce:
1. Update the "cluster" resource and add some custom categories.

Actual results:
1. ConfigMap "console-config" does not contain this data in data "console-config.yaml" (a yaml file for the console frontend)
2. The frontend doesn't show the latest custom categories

Expected results:
1. ConfigMap should be updated
2. New console Pods should be started
3. And finally the frontend should show the latest custom categories
