Description of problem:

The Topology page shows a flash (sometimes longer) of the Add page (tiles) for projects that have workloads before showing the workloads.

How reproducible:

intermittent

Steps to Reproduce:
1. Create a project with workloads
2. View the topology page
3. See the workloads
4. Open a new window with the link directly to that topology page (may need to use incognito to reproduce)

Actual results:

The Add page is shown (tiles to add different types)

Expected results:

The topology graph is shown after the loading indicator

This is an issue with k8s watch hook, which incorrectly returns no model error on first load.
