Description of problem:

the version of dnf in repositories is dnf-4.2.23-4.el8.noarch (the same as in RHEL8.3) but libdnf is a new one (libdnf-0.55.0-1.el8.x86_64).

Those two versions are not supposed to be installed together (they actually conflicts in the upstream spec - see https://github.com/rpm-software-management/libdnf/blob/0.55.2/libdnf.spec). Having them both installed results in error behaviour of the dnf (e.g. https://lists.centos.org/pipermail/centos/2020-December/352453.html).

According to https://git.centos.org/rpms/dnf/releases there should be newer version dnf-4.4.2-2.el8 available but it somehow didn't make it to repositories.


Expected results:
dnf-4.4.2-2.el8 is available in CentOS Stream repositories

dnf-4.4.2-2.el8 was build on 2020-12-11 [0] and was included in the 2020-12-15 compose [1].
