Description of problem:
Quick start highlight bounding box of the more options masthead icon is offset


Prerequisites (if any, like setup, operators/versions):
A quick start using the highlight mechanism to select the masthead icon.
OC / browser setting to always show scrollbars.

Steps to Reproduce
Have a quick starts with the masthead highlight icon
Navigate to the quick start and click the highlight

Actual results:
The masthead icon highlight is offset

Expected results:
The masthead icon highlight should be centered over the icon.

Reproducibility (Always/Intermittent/Only Once):
Always, but only one certain setups – unknown configuration

Failed on both Linux and Mac in multiple browsers

Verified on 4.7.0-0.nightly-2021-01-10-070949 with Microsoft Edge browser..
