Description of problem:
Tooltips data are different for checking stack or not checking stack

Test with PR https://github.com/openshift/console/pull/7408
set up ENV with openshift/console#7408

How reproducible:
alwasy

Steps to Reproduce:
1.Launch console and to monitoring metrics
2.click button "Insert example query"
3. Tooltips display '{alertname=Watchdog}' for the same time
4. check stack check box, Tooltips display {alertname=AlertmanagerReceiversNotConfigured} for the same time

Actual results:
Tooltips data are different when checking stack or not checking stack for the same time

Expected results:
Tooltips data are same for the same time whether checking stack or not checking stack

Test with cluster-bot and PR, the issue is fixed 
Tooltips data are same when checking stack or not checking stack

Has verified in branch, closed the bug as verified.
