Description of problem:
Submariner is not compatible with OVN-based deployments at the moment. The request is to add support for interconnecting clusters that use the OVN (ovn-kubernetes) CNI plugin.

Version-Release number of selected component (if applicable):
v0.8.0

How reproducible:
deploy submariner v0.8.0 and make sure the component submariner-networkplugin-syncer is ready

Steps to Reproduce:
1. get at least 2 ocp clusters
2. deploy submariner according to https://submariner.io
3. check each cluster and make sure submariner-networkplugin-syncer pod is ready
4. run subctl verify or any e2e test
