Description of problem:

1) In the Management console, Insights plugin there is a link to OCM cluster details like https://cloud.redhat.com/openshift/details/{CLUSTER_ID}. As a user I should be redirected right to the Insights tab in OCM, not just overall cluster page.

2) OWNERS file should be updated as Georgii Karataev will be contributing to this plugin.
