Verified it on PowerVS, result is PASS.
cloud-init-18.5-7.el8_1.4

Will do a full test when IBM team provide an official RHEL 8.1 image for PowerVS.

Full test is done on IBM PowerVS instance with rhel8.1 image&cloud-init-18.5-7.el8_1.4, Result is PASS.
Move bug to VERIFIED.
