Description of problem:
Request to backport [1] into 16.1 openstack-tempest which is currently present in 16.2. Multiple tests reliant on [2] in the upstream tempest plugin [3] trigger the need for the migration parameter and cannot run in 16.1 without it.

The Fixed in version package openstack-tempest-24.0.0-1.20210925123311.c73e6b1.el8ost contains the backported change and it is a part of RHOS-16.1-RHEL-8-20220121.n.1 puddle -> VERIFIED.
