Description of problem:

When user visit Virtual Machines page from Developer Catalog, if there aren't any templates, then user won't see Developer Catalog link to go back to Developer Catalog page
Prerequisites (if any, like setup, operators/versions):

Install OpenShift Virtulization Operator.
Steps to Reproduce

    Select namespace with no Virtual Machine templates
    Go to Developer Catalog -> Virtual Machines

Actual results:

You won't see Developer Catalog link to go back
Expected results:

User should be provided a Developer Catalog link to go back to Developer Catalog page
