Description of problem:
The ncdc package is not built for EPEL. Please build ncdc for EPEL 7 and EPEL 8.

Additional info:
The current rawhide branch builds successfully against both EPEL 7 and EPEL 8. If maintenance and/or testing is a concern, please feel free to designate me (cottsay) as the PoC for the EPEL branches.

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.

Hi Igor - Last call before I open a releng ticket[1]. Could you please branch and build this package for EPEL 8?
