The Developer perspective in dropdown is internationalized, but not the Administrator perspective.

Checked on 4.7 cluster with payload 4.7.0-0.nightly-2021-01-04-215816.
Check the console switcher dropdown, now the "Administrator" perspective is internationalized.
The bug is fixed.
