Description of problem: Upgrade dictionary files for Dutch dictionary for Hunspell spelling checker

Version-Release number of selected component (if applicable): 2.10-17.fc33

How reproducible: Use Dutch spelling checker

Steps to Reproduce: hunspell -d nl

Actual results: Uses version 2.10

Expected results: Should use version 2.20.19

Additional info: Latest release is found at https://github.com/opentaal/opentaal-hunspell Not to change the following details:

1) Change  in the package the website from http://www.opentaal.org/english.php to https://opentaal.org

2) Rename /usr/share/doc/hunspell-nl/README_nl_NL.txt to README.md and use file from release

3) Rename /usr/share/doc/hunspell-nl/license_en_EN.txt to LICENSE.txt and use file from release and remove /usr/share/doc/hunspell-nl/licentie_nl_NL.txt

4) Ship the files nl.dic and nl.aff from the release and let the following files be local symbolic links to those files:
- /usr/share/hunspell/nl_AW.aff
- /usr/share/hunspell/nl_AW.dic
- /usr/share/myspell/nl_BE.aff
- /usr/share/myspell/nl_BE.dic
- /usr/share/myspell/nl_NL.aff
- /usr/share/myspell/nl_NL.dic
and add the following new links:
- /usr/share/hunspell/nl_AN.aff
- /usr/share/hunspell/nl_AN.dic
- /usr/share/hunspell/nl_SR.aff
- /usr/share/hunspell/nl_SR.dic

5) Remove the files desc_en_US.txt and desc_nl_NL.txt as they are only from the old upstream LibreOffice.

6) Use the GitHub URL please as new upstream.

The final list of symbolic links is:
- /usr/share/myspell/nl_AW.aff
- /usr/share/myspell/nl_AW.dic
- /usr/share/myspell/nl_BE.aff
- /usr/share/myspell/nl_BE.dic
- /usr/share/myspell/nl_NL.aff
- /usr/share/myspell/nl_NL.dic
- /usr/share/myspell/nl_SR.aff
- /usr/share/myspell/nl_SR.dic

(That is Aruba, Belgium, Netherlands and Suriname.)

We don't have a nl_SR alias because nl_SR isn't in either of fedora's locale -a list or LibreOffice's list of available languages, but otherwise updated as above in hunspell-nl-2.20.19-2.fc33
