Description of problem:
Title for the initial modal screen of guided tour needs to be updated

Version-Release number of selected component (if applicable):
4.7.0-0.nightly-2020-12-21-131655

How reproducible:
always

Steps to Reproduce:
1.login to console
2.click on the masthead help button
3.click on guided tours from the options

Actual results:
the initial modal screen has title "Welcome to Dev Perspective"

Expected results:
the initial modal screen should have title "Welcome to the Developer Perspective"
