Description of problem: Failed to set SELinux context on all the config files.

How reproducible:
always

Steps to Reproduce:
1. Use upstream satellite-clone master branch.
2. Update all the required configuration file to trigger the satellite-clone-playbook.yml job for restore.
3: Satellite restores job start successfully.
4. In the satellite clone, the untar operation failed with error.

tar --selinux --overwrite -xf /tmp/XYZ/config_files.tar.gz -C / --exclude=var/lib/foreman/public

stderr: tar: setfileconat: Cannot set SELinux context for file 'etc/puppetlabs/puppet/node.rb': Invalid argument
tar: setfileconat: Cannot set SELinux context for file 'var/lib/foreman/red_hat_inventory/outputs/report_for_1.out': Invalid argument
tar: setfileconat: Cannot set SELinux context for file 'var/lib/foreman/red_hat_inventory/outputs/report_for_1.status': Invalid argument


Actual results:
Some unexpected errors observed while restoring the satellite.

Expected results:
These errors should not come.
