Steps to Reproduce:
1. echo "[plugin_options]" > /tmp/my-sos.conf
2. echo "process.samples=1" >> /tmp/my-sos.conf
3. sos report -o process --config-file=/tmp/sos-test.conf --batch --build
4. check how many iotop samples are collected (sos_commands/process/iotop_-b_-o_-d_0.5_-t_-n_* file)

Actual results:
There is sos_commands/process/iotop_-b_-o_-d_0.5_-t_-n_20 file, default 20 samples.


Expected results:
sos_commands/process/iotop_-b_-o_-d_0.5_-t_-n_1, 1 sample


Additional info:
*any* plugopt in config file is ignored, process.samples is just an example.
