Description of problem:

This BZ is to track removing the etcd v2 specific alerts with `etcd_http*` metrics which are no longer used by default. 

Version-Release number of selected component (if applicable):
OCP 4.6


Actual results:
etcdHighNumberOfFailedHTTPRequests and etcdHTTPRequestsSlow alerts exist which are based on etcd v2 version

Expected results:
No alert of etcd v2 should be present anymore

Additional info:
https://github.com/etcd-io/etcd/pull/12600 raised to address it in upstream etcd

checked with 4.7.0-0.nightly-2021-02-01-232332, etcdHighNumberOfFailedHTTPRequests/etcdHTTPRequestsSlow alerts are removed
