In https://bugzilla.redhat.com/show_bug.cgi?id=1748432, it was requested that the Azure udev rules get split out into a separate subpackage for Fedora.

This has been done as part of Fedora 32 and it would be useful to have the package provided as part of RHEL8.  (Red Hat CoreOS would like to make use of the subpackage)
