Description of problem:
When the WTO operator isn't installed, the user can still go to URL `/terminal`.
This page shows a nonsensical error to the user with a `try again` link that refreshes the page.

go to /terminal

Redirect the user to the root route.

`/terminal` redirects to root route when web terminal operator is not installed.
