Description of problem:
Increase and decrease button in max and min pods in HPA page has distorted UI
Prerequisites (if any, like setup, operators/versions):
Steps to Reproduce
On HPA page under CPU section try increasing and decreasing value of max and min pods
Actual results:
UI for the buttons gets distorted

Expected results:
UI for the button should not get distorted
