RPM supports zstd compression in RHEL 8.
This compression is not enabled in libsolv in RHEL 8.

Please turn zstd support on.
It's a spec file change, the changes can be copied over from the Fedora spec: https://src.fedoraproject.org/rpms/libsolv/blob/master/f/libsolv.spec
