Describe the issue: 

It seems that the OSD latest doc published at non-standard URL under /4.5/ version string: https://access.redhat.com/documentation/en-us/openshift_dedicated/4.5/html-single/notifications_and_upgrading_your_openshift_dedicated_cluster/index

No link to that /4.5/ doc from the index: https://access.redhat.com/documentation/en-us/openshift_dedicated/4/

Standard OSD doc location says 404 Not Found: https://access.redhat.com/documentation/en-us/openshift_dedicated/4/html-single/notifications_and_upgrading_your_openshift_dedicated_cluster/index

The docs.openshift.com side seems to have the non-latest version too, there is no "upgrade" section:
