Cause: when navigating to Admin->Cluster Settings->Global configuration, click on any cluster config resource to drilldown to details page. Detail page has breadcrumbs such as: "Builds > Build details", where "Builds" navs to list view of cluster build configs. Consequence: User expects to be able to navigate back to Global configuration page. Fix: Change breadcrumb to 'Global Configruation` Result: From a global configuration resource details page, the breadcrumbs are "Global Configuration > [resource] details" where "Global Configruation" navigates back to Admin->Cluster Settings->Global configuration page

Description of problem:
Today if you click into a Global configuration resource, the breadcrumb from that details page brings you to the generic list view of that subset of config resources. Instead, the breadcrumb should be "Global configuration" and should redirect you to Global configuration tab.

Steps to Reproduce:
1. Go to Cluster Settings
2. Click into Global configuration tab
3. Click into a resource
4. Click the breadcrumbs

Actual results:
The breadcrumb link is the name of the resource type and brings you to a generic list view of that type.


Expected results:
The breadcrumb should read "Global configuration" and bring you back to the Global configuration tab.

Now the global configuration bread crumbs show and work as expected.
