Verified with versions:
nmstate-0.3.4-24.el8_3.noarch
NetworkManager-1.26.0-12.el8_3.x86_64

Notice that using dummy may fail(like which described in #c4 ), as dummy is not used in a production environment and the fix requires a lot of effort, we mark this as verified. The dummy issue will be fixed in upstream.

Create 500 bridges + 500 vlans(based on veth)for 10 times, it goes well.
